Are Plastic Bag Bans Working? Insights from Dar es Salaam

When Tanzania introduced the plastic carrier bag ban in 2019, the goal was clear: reduce waste and protect our environment. However, a recent study from The University of Manchester suggests that the reality on the ground in Dar es Salaam is more complex than a simple “yes” or “no.”

Anthropologist Dr. Declan Murray spent nine months embedded in our city, tracking the journey of plastics from street food stalls to household kitchens. His research highlights a critical gap between environmental policy and the daily needs of Tanzanians. For millions of families, thin plastic pouches aren’t just “waste”—they are essential tools for portioning affordable food like oil and flour.

Without these practical packaging solutions, many residents would find everyday essentials out of reach. This study invites us to look closer at how we can balance environmental goals with the economic realities of our community.
